Producers responsIbilities

Producer responsibility is a framework that aims to build environmentally sustainable communities for the future.

The principal approach of this framework, which was adopted by the Swedish Parliament 1993, is that the environmental responsibility for a product lies with the producer.

Producers are also responsible for managing their packaging materials when consumers are finished with them. The future scenario is an ecologically sustainable community where most of the materials considered waste are converted into new resources.

Pollutur pays principle 

Producer responsibility is based on the polluter pays principle. The concept entails that the party responsible for the pollution is responsible for paying for the damage done.

According to the law "Ordinance of Producers' responsibilities for packaging" all companies that produce, import or sell packaged goods are subject to a number of obligations. The company shall:

  • ensure that a collection system exists, through which customers and other end consumers can return used packaging
  • ensure that customers receive the information they need about the collection of used packaging
  • ensure that collected packaging is recovered, recycled and put to good use as either new raw material or energy.

Business and industrial sector joined forces

To make it easier for all companies affected by this law, Sweden's business and industrial sector has joined forces to create a common system for the collection and recycling of packaging. A service organization, FTI, has been established.
